Industry today: measurement, MSMEs and manufacturing policy
How the Index of Industrial Production and the Index of Core Industries are compiled and what their 2022-23 base revision changed, how MSMEs are defined (2020 and 2025 criteria, Udyam) and supported (45-day rule, CGTMSE, TReDS, dereservation), Make in India and the Jan Vishwas Act, the production-linked incentive scheme, export processing and special economic zones, industrial corridors and Startup India.
| Tool | Began | How it works | Main criticism |
|---|---|---|---|
| Special economic zones | EPZ at Kandla 1965; SEZ Act 2005 | Duty-free inputs and simpler rules in a zone treated as outside the customs territory | Revenue lost, unused land, firms shifting in from outside |
| Make in India | 25 September 2014 | Easier rules, single-window clearances, more FDI through the automatic route | Manufacturing's share rose little |
| Startup India | January 2016 | DPIIT recognition, easier compliance, Fund of Funds through SIDBI, tax holiday for eligible firms | Most benefits depend on recognition and meeting conditions |
| Production-linked incentive | 2020; 13 sectors announced in Budget 2021-22 | Cash incentive on incremental sales over a base year | Low domestic value addition in assembly; payouts below plan |
Exam traps
- The IIP is compiled by the National Statistics Office (MoSPI); the Index of Core Industries by the Office of the Economic Adviser in DPIIT. Both moved to base 2022-23 in 2026.
- The core index now has nine industries, not eight: iron ore was added in the 2022-23 series. Their combined weight in the IIP is about a third (32.88 per cent), not more than half.
- MSMEs are classified by investment AND turnover since 1 July 2020, with the same limits for manufacturing and services; exports are excluded from turnover. From 1 April 2025 a micro enterprise can have investment up to Rs 2.5 crore and turnover up to Rs 10 crore.
- The 45-day payment rule of the MSMED Act protects micro and small suppliers; late payment carries compound interest at three times the RBI's bank rate, not a fixed fine.
- CGTMSE guarantees collateral-free loans; TReDS is a platform for selling unpaid bills (receivables). Do not swap them. Product reservation for small units ended completely in 2015.
- The PLI incentive is paid on incremental sales over a base year, only if targets are met; it is not an upfront grant for investment. Budget 2021-22 announced 13 sectors with about Rs 1.97 lakh crore over five years.
- Kandla (1965) was Asia's first export processing zone; the SEZ policy came in 2000 and the SEZ Act in 2005. Make in India began in September 2014, Startup India in January 2016, and the Jan Vishwas Act (2023) amended 183 provisions in 42 Acts.
Recap
- Since 2014 policy has moved from removing controls to actively pulling in manufacturing.
- IIP: NSO (MoSPI), monthly volume index; base revised from 2011-12 to 2022-23 in 2026; manufacturing about three-quarters of the weight.
- Index of Core Industries: OEA, DPIIT; nine industries with iron ore added (2022-23 series, July 2026); about a third of the IIP; an early signal.
- MSMED Act 2006; composite investment-and-turnover test since 1 July 2020; higher limits from 1 April 2025 (micro up to Rs 2.5 crore and Rs 10 crore); exports excluded; Udyam registration.
- Support: 45-day payment rule and facilitation councils, CGTMSE (2000) guarantees, TReDS bill discounting, priority sector lending; dereservation completed in 2015.
- Make in India (25 September 2014) and the Jan Vishwas Act, 2023 (183 provisions in 42 Acts decriminalised or eased).
- PLI: began 2020; Budget 2021-22 announced 13 sectors (later 14), about Rs 1.97 lakh crore; incentive on incremental sales; success in phones, criticism on value addition.
- Kandla EPZ 1965, SEZ policy 2000, SEZ Act 2005; industrial corridors (Delhi–Mumbai first) under NICDC; Startup India (January 2016).
Practice questions
Q1. The Index of Core Industries in India is compiled by:
- the Office of the Economic Adviser, Department for Promotion of Industry and Internal Trade
- the National Statistics Office, Ministry of Statistics and Programme Implementation
- the Reserve Bank of India
- NITI Aayog
Show answer
Answer: A. the Office of the Economic Adviser, Department for Promotion of Industry and Internal Trade
The core index is compiled by the Office of the Economic Adviser in DPIIT. The NSO compiles the IIP, not the core index; the RBI and NITI Aayog compile neither.
Q2. Consider the following statements:
1. In its series with base 2022-23, the Index of Core Industries covers nine industries, including iron ore.
2. The core industries together carry more than half of the weight in the Index of Industrial Production.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct: iron ore was added to the earlier eight. Statement 2 is wrong: their combined weight is about a third (32.88 per cent in the new series; 40.27 per cent in the old). So '2 only', 'Both' and 'Neither' are wrong.
Q3. Under the MSME classification in force from 1 April 2025, a manufacturing enterprise with investment in plant and machinery of Rs 20 crore and annual turnover of Rs 80 crore is classified as:
- Micro
- Small
- Medium
- Not an MSME
Show answer
Answer: B. Small
The small limits are investment up to Rs 25 crore and turnover up to Rs 100 crore, and the firm is within both. It is not micro, because both its figures exceed Rs 2.5 crore and Rs 10 crore; it does not need the medium limits (Rs 125 crore and Rs 500 crore); and it is clearly an MSME.
Q4. With reference to micro, small and medium enterprises, consider the following statements:
1. Turnover from exports is counted when classifying an enterprise.
2. The same investment and turnover limits apply to manufacturing and service enterprises.
3. A buyer must pay a micro or small supplier within the agreed period, which cannot exceed 45 days.
Which of the statements given above are correct?
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: B. 2 and 3 only
Statements 2 and 3 are correct. Statement 1 is wrong: exports are excluded from turnover so that selling abroad does not push a firm out of its category. So every option containing statement 1 is wrong.
Q5. Consider the following statements about the production-linked incentive scheme:
1. The incentive is linked to a firm's incremental sales of manufactured goods over a base year.
2. The incentive is paid as a lump sum when a firm announces an investment, whether or not it produces.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct. Statement 2 is wrong: payment depends on meeting minimum investment and output targets and is made on incremental sales; no output means no incentive. So '2 only', 'Both' and 'Neither' are wrong.
Q6. Match List I with List II:
List I
A. Make in India
B. Startup India
C. Special Economic Zones Act
D. Jan Vishwas (Amendment of Provisions) Act
List II (year)
1. 2016
2. 2014
3. 2023
4. 2005
Select the correct answer using the code given below:
- A-2, B-1, C-4, D-3
- A-1, B-2, C-4, D-3
- A-2, B-1, C-3, D-4
- A-2, B-4, C-1, D-3
Show answer
Answer: A. A-2, B-1, C-4, D-3
Make in India 2014, Startup India 2016, SEZ Act 2005, Jan Vishwas Act 2023: A-2, B-1, C-4, D-3. The second option swaps Make in India and Startup India; the third swaps the two Acts; the fourth gives Startup India the SEZ Act's year.
Q7. Asia's first export processing zone was set up in 1965 at:
- Kandla
- Santacruz
- Kochi
- Noida
Show answer
Answer: A. Kandla
The Kandla zone of 1965 was the first in Asia. Santacruz, Kochi and Noida also had export zones, but they came later and were not the first.
Q8. The Trade Receivables Discounting System (TReDS) is:
- a set of RBI-regulated online platforms on which MSMEs sell their unpaid bills from large buyers to financiers
- a trust that guarantees collateral-free loans to micro and small enterprises
- the online portal on which enterprises register as MSMEs
- a tax incentive for startups recognised by DPIIT
Show answer
Answer: A. a set of RBI-regulated online platforms on which MSMEs sell their unpaid bills from large buyers to financiers
TReDS lets an MSME turn its receivables into cash by auctioning them to financiers. The guarantee trust is CGTMSE; the registration portal is Udyam; the startup tax holiday belongs to Startup India.
