Infrastructure and its financing
What counts as infrastructure and why markets under-supply it, the harmonised master list, public-private partnership models (EPC, BOT, BOOT, hybrid annuity, TOT), viability gap funding, the National Infrastructure Pipeline, PM Gati Shakti and the National Logistics Policy, long-term finance through NIIF, NaBFID, InvITs and REITs, the National Monetisation Pipeline, and the main transport, energy and digital programmes.
| Model | Who pays for construction | Who collects tolls | Who bears traffic risk |
|---|---|---|---|
| EPC | Government (contractor paid a fee) | Government | Government |
| BOT (toll) | Private concessionaire | Concessionaire, for the concession period | Concessionaire |
| BOT (annuity) | Private concessionaire | Government, which pays a fixed annuity | Government |
| BOOT | Private party, which also owns the asset until transfer | Private party | Private party |
| Hybrid annuity (2016) | Government 40% during construction, developer 60% | Government, which repays the developer in half-yearly annuities | Government |
| TOT (2016) | Already built; investor pays an upfront lump sum | Investor, for a long period (30 years in the first rounds) | Investor |
Exam traps
- Under the hybrid annuity model (2016) the government pays 40 per cent of the cost during construction and the developer 60 per cent; the government collects the tolls, so the traffic risk is the government's, not the developer's.
- TOT is for highways that are already built and earning tolls (brownfield): the investor pays a lump sum upfront. BOT is for new roads that the private party builds itself.
- Under BOT (toll) the concessionaire bears the traffic risk; under BOT (annuity) and HAM the government does. In BOOT the private party also owns the asset until transfer.
- Viability gap funding (Department of Economic Affairs, 2006) is a one-time capital grant: up to 20 per cent of total project cost from the Centre plus up to 20 per cent from the sponsor (30 + 30 for certain social sector projects since 2020). It is not an operating subsidy or a profit guarantee.
- The National Monetisation Pipeline (NITI Aayog, 23 August 2021) leases brownfield assets for about Rs 6 lakh crore over 2021-22 to 2024-25; ownership stays with the government and land is not sold. Monetisation is not disinvestment.
- InvITs and REITs are regulated by SEBI (regulations of 2014), not by the RBI, and must distribute at least 90 per cent of net distributable cash flow. An InvIT holds infrastructure; a REIT holds commercial real estate.
- NIIF (2015) is a SEBI-registered fund in which the government holds 49 per cent; NaBFID is a statutory development finance institution under the NaBFID Act, 2021, with the Centre holding at least 26 per cent. Do not swap them.
- PM Gati Shakti (13 October 2021) is a GIS-based digital master plan for coordinated planning, not a new source of money. The National Logistics Policy came on 17 September 2022; the National Infrastructure Pipeline was announced on 31 December 2019.
Recap
- Infrastructure is economic (transport, energy, communication) or social (health, education, water); the Harmonised Master List (2012) has five categories.
- Markets under-supply it: huge upfront cost, long payback, land, benefits that cannot be fully charged, natural monopolies.
- EPC: government pays and bears all risk. BOT (toll): private builds and bears traffic risk. BOT (annuity): government pays a fixed annuity. BOOT: private owns until transfer.
- Hybrid annuity (2016): 40 per cent government, 60 per cent developer; government keeps tolls and traffic risk. TOT (2016): lump sum upfront for tolling a finished road.
- Viability gap funding (2006): up to 20 + 20 per cent of project cost as a capital grant; 30 + 30 for certain social sector projects since 2020.
- National Infrastructure Pipeline (31 December 2019): about Rs 111 lakh crore for 2019-20 to 2024-25. PM Gati Shakti (13 October 2021): one GIS map. National Logistics Policy (17 September 2022): top 25 in the LPI by 2030.
- Long-term finance: banks' asset-liability mismatch; NIIF (2015, government 49 per cent); NaBFID (Act of 2021, Centre at least 26 per cent); InvITs and REITs (SEBI, 2014, at least 90 per cent payout).
- National Monetisation Pipeline (NITI Aayog, 23 August 2021): about Rs 6 lakh crore over four years by leasing brownfield assets, without selling ownership or land.
- Programmes: Bharatmala (2017), Sagarmala (2015), dedicated freight corridors (Eastern and Western), UDAN (2016); Electricity Act 2003; half of power capacity non-fossil by July 2025; BharatNet.
Practice questions
Q1. Under the hybrid annuity model for highway projects, what share of the project cost does the government pay during construction?
- 20 per cent
- 40 per cent
- 60 per cent
- 100 per cent
Show answer
Answer: B. 40 per cent
The government pays 40 per cent in instalments during construction and the developer arranges 60 per cent. 20 per cent is the Centre's ceiling under viability gap funding, a different scheme; 60 per cent is the developer's share; 100 per cent describes an EPC contract.
Q2. Consider the following statements:
1. Under the toll-operate-transfer model, a private investor pays an upfront lump sum for the right to collect tolls on a highway that is already built.
2. Under the build-operate-transfer (annuity) model, the private concessionaire bears the traffic risk.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct: TOT monetises finished, toll-earning roads. Statement 2 is wrong: under BOT (annuity) the government collects tolls and pays a fixed annuity, so it bears the traffic risk; the concessionaire bears it under BOT (toll). So '2 only', 'Both' and 'Neither' are wrong.
Q3. With reference to the National Monetisation Pipeline, consider the following statements:
1. It involves transferring the ownership of public assets to private parties.
2. It covers brownfield assets that are already built.
3. It was prepared by NITI Aayog.
Which of the statements given above are correct?
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: B. 2 and 3 only
Statements 2 and 3 are correct: NITI Aayog released the pipeline on 23 August 2021 for brownfield central assets. Statement 1 is wrong: assets are leased, ownership stays with the government and land is not sold. Every option containing statement 1 is therefore wrong.
Q4. Match List I with List II:
List I
A. NaBFID
B. NIIF
C. InvIT
D. Viability gap funding
List II
1. Statutory development finance institution created in 2021
2. SEBI-registered fund set up in 2015 with a 49 per cent government stake
3. Trust whose units trade on stock exchanges and which owns income-earning infrastructure
4. One-time capital grant to PPP projects
Select the correct answer using the code given below:
- A-1, B-2, C-3, D-4
- A-2, B-1, C-3, D-4
- A-1, B-2, C-4, D-3
- A-2, B-1, C-4, D-3
Show answer
Answer: A. A-1, B-2, C-3, D-4
NaBFID is the statutory DFI of 2021 (A-1), NIIF the 2015 fund with a 49 per cent government stake (B-2), an InvIT a listed trust owning infrastructure (C-3) and VGF a capital grant (D-4). The second and fourth codes swap NaBFID and NIIF; the third and fourth swap InvIT and VGF.
Q5. Which one of the following regulates infrastructure investment trusts (InvITs) and real estate investment trusts (REITs) in India?
- Reserve Bank of India
- Securities and Exchange Board of India
- Insurance Regulatory and Development Authority of India
- NITI Aayog
Show answer
Answer: B. Securities and Exchange Board of India
InvITs and REITs are governed by SEBI regulations of 2014 because their units are securities traded on stock exchanges. The RBI regulates banks and NBFCs, IRDAI regulates insurers, and NITI Aayog is a policy body that prepared the monetisation pipeline but regulates no market.
Q6. Consider the following statements:
1. PM Gati Shakti National Master Plan is a GIS-based digital platform for the coordinated planning of infrastructure across ministries.
2. The National Logistics Policy aims to place India among the top 10 countries in the Logistics Performance Index by 2030.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct: Gati Shakti (13 October 2021) puts the plans of different ministries on one shared map. Statement 2 is wrong: the 2022 policy's target is the top 25, not the top 10. So '2 only', 'Both' and 'Neither' are wrong.
Q7. Under the viability gap funding scheme of 2006, the Central government's grant to an ordinary PPP infrastructure project can be at most what share of the total project cost?
- 10 per cent
- 20 per cent
- 40 per cent
- 50 per cent
Show answer
Answer: B. 20 per cent
The Centre can give up to 20 per cent, and the sponsoring authority up to another 20 per cent. 40 per cent is the combined ceiling from both, not the Centre's share; 10 and 50 per cent do not match the scheme. Certain social sector projects can get up to 30 per cent from the Centre since 2020, but the question asks about an ordinary project.
Q8. Consider the following statements:
1. Electricity is a subject in the Concurrent List of the Seventh Schedule.
2. The Western Dedicated Freight Corridor links Dadri with the Jawaharlal Nehru Port.
3. BharatNet began as the National Optical Fibre Network.
How many of the above statements are correct?
- Only one
- Only two
- All three
- None
Show answer
Answer: C. All three
All three are correct: electricity is in the Concurrent List, the Western corridor runs from Dadri near Delhi to the Jawaharlal Nehru Port near Mumbai, and BharatNet grew out of the National Optical Fibre Network begun in 2011. So 'Only one', 'Only two' and 'None' are wrong.
