Farm credit, income support, insurance and land reforms
Rural credit institutions and NABARD, the Kisan Credit Card, priority sector targets and interest subvention, PM-KISAN, crop insurance under PMFBY, land reforms after independence (zamindari abolition, the First Amendment, tenancy reform, ceilings, consolidation, Bhoodan), and today's work on land records and leasing.
| Measure | Started | What the farmer gets | Key condition |
|---|---|---|---|
| Kisan Credit Card | August 1998 | Revolving credit limit for crop and allied needs | Extended to animal husbandry and fisheries in 2018-19 |
| Modified Interest Subvention Scheme | Short-term crop loans | Loans up to Rs 3 lakh at 7%; 4% with prompt repayment | The 3% incentive needs repayment on time |
| PM-KISAN | February 2019 (effective December 2018) | Rs 6,000 a year in three instalments by DBT | Landholding families only; exclusions apply |
| PMFBY | 2016 | Insurance for crop loss at 2% (kharif), 1.5% (rabi), 5% (commercial and horticultural) premium | Voluntary for all farmers since kharif 2020 |
(→ English: abolition of zamindari · Ninth Schedule · First Amendment · हिन्दी: ज़मींदारी उन्मूलन · नौवीं अनुसूची · पहला संशोधन)
(→ English: tenancy reform · land ceiling · consolidation of holdings · Bhoodan · हिन्दी: काश्तकारी सुधार · भूमि हदबंदी · चकबंदी · भूदान)
| Measure | Aim | Outcome |
|---|---|---|
| Abolition of zamindari | Remove intermediaries between the state and the tiller | Largely achieved in the 1950s; protected by the First Amendment (1951) |
| Tenancy reform | Security of tenure, fair rent, ownership for tenants | Strong in Kerala and West Bengal (Operation Barga, 1978); concealed tenancy elsewhere |
| Land ceilings | Cap holdings and give surplus to the landless | Little surplus land because of benami transfers and litigation |
| Consolidation of holdings | Merge scattered plots into compact ones | Successful in Punjab, Haryana and western Uttar Pradesh |
Exam traps
- NABARD (12 July 1982, NABARD Act, 1981, on the CRAFICARD recommendation) is a development and refinance bank; it supervises cooperative banks and RRBs but does not regulate commercial banks, which stay under the RBI.
- Regional rural banks were set up in 1975 and are governed by the Regional Rural Banks Act, 1976; they are owned jointly by the Centre, the state and a sponsor bank.
- Under interest subvention the farmer borrows at 7 per cent; only prompt repayment brings the effective rate down to 4 per cent.
- PM-KISAN pays Rs 6,000 a year to landholding farmer families, fully funded by the Centre; tenant farmers and landless labourers are not covered.
- PMFBY premiums for the farmer are 2 per cent (kharif), 1.5 per cent (rabi) and 5 per cent (annual commercial and horticultural crops); enrolment has been voluntary for all farmers since kharif 2020.
- The First Amendment (1951) added Articles 31A and 31B and the Ninth Schedule to protect land reform laws; it followed the Patna High Court's ruling against the Bihar Land Reforms Act, 1950.
- Abolition of intermediaries was the most successful land reform; tenancy reform and ceilings achieved much less, except in states such as Kerala and West Bengal.
- The Bhoodan movement was begun by Vinoba Bhave on 18 April 1951 at Pochampally (Telangana); it relied on voluntary gifts of land, not on law.
Recap
- Rural credit: cooperatives (three tiers), commercial banks (after 1969 nationalisation) and RRBs (1975; RRB Act, 1976): the multi-agency approach.

- Kisan Credit Card (August 1998): revolving credit limit; extended to animal husbandry and fisheries in 2018-19; collateral-free farm loans up to Rs 2 lakh from January 2025.
- Priority sector: 18% of adjusted net bank credit to agriculture, 10% to small and marginal farmers.
- Interest subvention: crop loans up to Rs 3 lakh at 7%; 3% prompt repayment incentive gives 4%; Budget 2025-26 announced a Rs 5 lakh limit for KCC loans.
- PM-KISAN (February 2019): Rs 6,000 a year in three instalments by DBT to landholding families; Central Sector scheme; exclusions for taxpayers, professionals, officials and others.
- PMFBY (2016): farmer premium 2% kharif, 1.5% rabi, 5% commercial and horticultural; area approach for widespread loss, individual assessment for localised and post-harvest loss; voluntary since kharif 2020.
- Land reforms: zamindari abolition (most successful); First Amendment 1951 (Articles 31A, 31B, Ninth Schedule); tenancy reform (Kerala, Operation Barga 1978); ceilings (1972 guidelines); consolidation (Punjab, Haryana, western UP); Bhoodan (18 April 1951).
- Land records: Agriculture Census 2015-16 average holding 1.08 ha, 86% below 2 ha; DILRMP and ULPIN; SVAMITVA (24 April 2020); Model Agricultural Land Leasing Act, 2016.
Practice questions
Q1. Consider the following statements about NABARD:
1. It was set up under the NABARD Act, 1981 on the recommendation of the CRAFICARD committee.
2. It regulates and supervises all scheduled commercial banks in India.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct. Statement 2 is wrong: NABARD inspects cooperative banks and RRBs, but commercial banks are regulated by the RBI. So '2 only' and 'Both' are wrong, and 'Neither' is wrong because statement 1 is correct.
Q2. Under the interest subvention scheme for short-term crop loans, a farmer who repays on time pays an effective rate of interest of:
- 2 per cent
- 4 per cent
- 7 per cent
- 9 per cent
Show answer
Answer: B. 4 per cent
Loans are given at 7 per cent and a 3 per cent prompt repayment incentive brings the rate to 4 per cent. 7 per cent is the rate before the incentive; 2 per cent and 9 per cent match no part of the scheme.
Q3. Consider the following statements about PM-KISAN:
1. It provides Rs 6,000 a year to landholding farmer families in three equal instalments.
2. Its cost is shared between the Centre and the states in the ratio 60:40.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct. Statement 2 is wrong: PM-KISAN is a Central Sector scheme, fully funded by the Centre. So '2 only' and 'Both' are wrong, and 'Neither' is wrong because statement 1 is correct.
Q4. Under the Pradhan Mantri Fasal Bima Yojana, the maximum premium payable by a farmer for a rabi food crop is:
- 1.5 per cent of the sum insured
- 2 per cent of the sum insured
- 5 per cent of the sum insured
- 10 per cent of the sum insured
Show answer
Answer: A. 1.5 per cent of the sum insured
Rabi crops carry a farmer premium of 1.5 per cent. 2 per cent applies to kharif crops and 5 per cent to annual commercial and horticultural crops; 10 per cent is not a farmer's premium rate under the scheme.
Q5. Which of the following was added to the Constitution by the Constitution (First Amendment) Act, 1951 to protect land reform laws?
1. Article 31A
2. Article 31B
3. The Ninth Schedule
Select the correct answer using the code given below:
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: D. 1, 2 and 3
The First Amendment added all three: Article 31A (laws acquiring estates), Article 31B and the Ninth Schedule. Every other code leaves out one of them.
Q6. Operation Barga, a land reform measure, is associated with:
- Consolidation of holdings in Punjab
- Recording of sharecroppers in West Bengal
- Voluntary land gifts in Telangana
- Drone mapping of village land
Show answer
Answer: B. Recording of sharecroppers in West Bengal
Operation Barga (1978) recorded the names of bargadars, or sharecroppers, in West Bengal to protect them from eviction. Consolidation succeeded in Punjab but under other laws; voluntary land gifts were the Bhoodan movement; drone mapping is SVAMITVA.
Q7. Match the following:
A. Kisan Credit Card
B. PM-KISAN
C. SVAMITVA
D. Bhoodan movement
1. 1951
2. 1998
3. 2019
4. 2020
Select the correct answer using the code given below:
- A-2, B-3, C-4, D-1
- A-3, B-2, C-4, D-1
- A-2, B-4, C-3, D-1
- A-1, B-3, C-4, D-2
Show answer
Answer: A. A-2, B-3, C-4, D-1
The Kisan Credit Card came in 1998, PM-KISAN in 2019, SVAMITVA in 2020 and Bhoodan in 1951. The second code swaps the card and PM-KISAN; the third swaps PM-KISAN and SVAMITVA; the fourth swaps the card and Bhoodan.
Q8. Consider the following statements:
1. The Model Agricultural Land Leasing Act, 2016 was prepared to let tenants obtain recognition without transferring ownership of the land to them.
2. According to the Agriculture Census 2015-16, holdings below 2 hectares made up less than half of all operational holdings.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct: the model law keeps ownership with the landowner while recognising the tenant. Statement 2 is wrong: small and marginal holdings were about 86 per cent of all holdings. So '2 only' and 'Both' are wrong, and 'Neither' is wrong because statement 1 is correct.
