Land revenue and the agrarian economy
Why land revenue mattered after the diwani, Warren Hastings's revenue farming, Cornwallis's Permanent Settlement (1793) and its effects, the Ryotwari system of Read and Munro (Madras, Bombay), the Mahalwari system (Regulation VII of 1822, Regulation IX of 1833), a comparison of the three, the commercialisation of agriculture, and rural debt from the Deccan Riots (1875) to the Punjab Land Alienation Act (1900).
| System | Begun | Settled with | Duration | Main areas |
|---|---|---|---|---|
| Permanent Settlement (zamindari) | Cornwallis, 1793 | Zamindar, as owner | Fixed for ever | Bengal, Bihar; later Benares and parts of Madras |

Exam traps
- The Permanent Settlement (1793) is Cornwallis's, not Warren Hastings's; Hastings tried five-year revenue farming (1772) and yearly settlements (1777).
- Under the Permanent Settlement the revenue was fixed for ever; under Ryotwari and Mahalwari it was revised periodically.
- Ryotwari was settled with the individual cultivator, Mahalwari with the village or estate as a whole; do not swap them.
- Thomas Munro (with Alexander Read) is linked with Ryotwari in Madras; Holt Mackenzie, R. M. Bird and James Thomason with Mahalwari in the North-Western Provinces.
- Regulation VII of 1822 began Mahalwari; Regulation IX of 1833, under Bentinck, revised it. Neither concerns the Permanent Settlement.
- The sunset law belongs to the Permanent Settlement: an estate whose dues were unpaid by sunset on the due date could be auctioned.
- The Deccan Riots (1875) were directed against moneylenders, not against planters; the indigo revolt (1859–60) was in Bengal against European planters.
- The Deccan Agriculturists' Relief Act (1879) and the Punjab Land Alienation Act (1900) dealt with rural debt and land transfer, not with fixing land revenue.
Recap
- Land revenue paid for the Company's armies and administration after the diwani of 1765.
- Warren Hastings: five-year farming by auction (1772), then yearly settlements (1777); both failed.
- Permanent Settlement: Cornwallis, ten-year settlement 1789–90, made permanent 22 March 1793; zamindar as owner; about ten-elevenths to the state; sunset law.
- Its effects: auctions, absentee zamindars, patni subinfeudation (legalised 1819), insecure tenants; Bengal Rent Act 1859, Bengal Tenancy Act 1885.
- Ryotwari: Read and Munro (Baramahal, 1792), Madras from 1820, Bombay after 1818; revenue from each ryot, revised every 20–30 years; the state as landlord.
- Mahalwari: Holt Mackenzie, Regulation VII of 1822; Regulation IX of 1833 (Bird, Thomason); village jointly responsible, lambardar; North-Western Provinces, Punjab.
- Commercialisation: indigo (revolt 1859–60), cotton, jute, opium monopoly, Assam tea; cotton boom and bust around the American Civil War (1861–65).
- Debt: Deccan Riots (1875), Deccan Agriculturists' Relief Act (1879), Punjab Land Alienation Act (1900).
Practice questions
Q1. The Permanent Settlement of Bengal was introduced by
- Warren Hastings
- Lord Cornwallis
- Lord Wellesley
- Lord William Bentinck
Show answer
Answer: B. Lord Cornwallis
(b) is correct: Cornwallis made the ten-year settlement permanent in 1793. (a) Warren Hastings tried revenue farming (1772) and yearly settlements (1777); (c) Wellesley is linked with the subsidiary alliance; (d) Bentinck's period saw Regulation IX of 1833 for the Mahalwari areas.
Q2. Consider the following statements about the Permanent Settlement:
1. The zamindar was recognised as the owner of the land.
2. The revenue demand on each estate was to be revised every thirty years.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Only 1 is correct. Statement 2 is wrong: the demand was fixed for ever and never to be raised; periodic revision belongs to the Ryotwari and Mahalwari systems. So (b), (c) and (d) are wrong.
Q3. Match List I (system) with List II (associated name):
List I: A. Permanent Settlement B. Ryotwari C. Mahalwari
List II: 1. Thomas Munro 2. Holt Mackenzie 3. Lord Cornwallis
Select the correct answer using the code given below:
- A-3, B-1, C-2
- A-3, B-2, C-1
- A-1, B-3, C-2
- A-2, B-1, C-3
Show answer
Answer: A. A-3, B-1, C-2
(a) is correct: Cornwallis (Permanent Settlement, 1793), Munro (Ryotwari, Madras) and Holt Mackenzie (Mahalwari, 1822). (b) swaps Munro and Mackenzie; (c) swaps Cornwallis and Munro; (d) swaps Cornwallis and Mackenzie.
Q4. Under which land revenue system was the revenue settled with the village community as a whole, its members being jointly responsible for payment?
- Permanent Settlement
- Ryotwari system
- Mahalwari system
- Revenue farming of 1772
Show answer
Answer: C. Mahalwari system
(c) is correct: the Mahalwari system settled with the mahal, collected through the lambardar. (a) The Permanent Settlement was made with zamindars; (b) Ryotwari with individual cultivators; (d) in 1772 collection rights were auctioned to revenue farmers.
Q5. Consider the following statements about the Ryotwari system:
1. It was first tried in the Baramahal by Alexander Read and Thomas Munro.
2. Under it the revenue was fixed permanently.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Only 1 is correct. Statement 2 is wrong: Ryotwari assessments were revised every twenty to thirty years, usually upwards. So (b), (c) and (d) are wrong.
Q6. The Deccan Riots of 1875 were mainly directed against
- European indigo planters
- Moneylenders
- Zamindars created by the Permanent Settlement
- Railway contractors
Show answer
Answer: B. Moneylenders
(b) is correct: peasants in Poona and Ahmednagar attacked moneylenders and burned their bonds and accounts. (a) The indigo revolt (1859–60) was against planters in Bengal; (c) the Deccan was a Ryotwari area, not under the Permanent Settlement; (d) railway contractors had nothing to do with it.
Q7. With reference to the commercialisation of agriculture in British India, consider the following statements:
1. The American Civil War (1861–65) caused a boom in cotton prices in the Deccan.
2. Opium was grown in Bihar under a government monopoly for sale to China.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: C. Both 1 and 2
Both are correct: the war cut Britain off from American cotton, so Deccan prices soared until 1865, and Bihar opium was a government monopoly sold to China. So (a), (b) and (d) are wrong.
Q8. Which of the following laws aimed to protect tenants or indebted peasants?
1. Bengal Rent Act, 1859
2. Deccan Agriculturists' Relief Act, 1879
3. Regulation VII of 1822
Select the correct answer using the code given below:
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: A. 1 and 2 only
(a) is correct. The Bengal Rent Act gave occupancy rights to many tenants, and the 1879 Act protected indebted Deccan peasants in the courts. Regulation VII of 1822 set up the Mahalwari revenue settlement, so (b), (c) and (d), which include item 3, are wrong.
