Measuring national income in India: the NSO, the release calendar, base years and beyond GDP
How India's national income figures are produced: early estimates from Naoroji to the National Income Committee, the National Statistical Office and its release calendar, base years and the 2011-12 and 2022-23 series, sectoral shares, per capita income and PPP, and green GDP and the Human Development Index.
| Estimate | When it comes | What it rests on |
|---|---|---|
| First advance | Early January, before the year ends | Data for the first months; used for the Budget |
| Second advance | End of February | Adds third-quarter data |
| Provisional | End of May | Data for the full year, some still partial |
| Revised | In the following years | Annual surveys, audited company accounts |
| Quarterly | About two months after each quarter | Indicators such as GST and production data |
| Measure | What it adds | Who publishes it |
|---|---|---|
| Per capita income | Average income per person (net national income ÷ population) | NSO, MoSPI |
| GDP at PPP | Compares economies at equal purchasing power | World Bank (International Comparison Program) |
| Green accounts | Depletion of natural resources and environmental damage | MoSPI (EnviStats India), UN SEEA framework |
| Human Development Index | Health, education and income together | UNDP (Human Development Report) |
Exam traps
- The first advance estimates of GDP come in early January, before the financial year ends; provisional estimates come at the end of May.
- The National Statistical Office was formed in 2019 by merging the Central Statistics Office and the National Sample Survey Office; it is part of MoSPI, not NITI Aayog or the RBI.
- The National Income Committee (1949) was chaired by P.C. Mahalanobis; the first per head estimate (1867-68) was Dadabhai Naoroji's; the first systematic estimates were V.K.R.V. Rao's.
- Mining and quarrying is primary in the three-sector scheme but is counted under 'industry' in official agriculture–industry–services tables.
- Since the 2011-12 series, headline growth is GDP at constant market prices and industry-wise output is GVA at basic prices, not factor cost.
- The current base year of the national accounts is 2022-23 (new series released on 27 February 2026); the previous one was 2011-12.
- In the HDI the income dimension is GNI per capita in PPP dollars, not GDP; the three dimensions are combined by a geometric mean.
- India's economy is larger in PPP terms than at market exchange rates, because many prices in India are relatively low.
Recap
- Early estimates: Naoroji (1867-68, about 20 rupees a head), V.K.R.V. Rao (1930s, first systematic); National Income Committee 1949 under Mahalanobis; CSO from 1951.
- Today: National Statistical Office under MoSPI (CSO and NSSO merged in 2019); states' Directorates of Economics and Statistics prepare GSDP.
- Calendar: first advance (early January), second advance (end of February), provisional (end of May), revised in later years; quarterly about two months after each quarter.
- Base year: a normal year, updated as the economy changes; 2011-12 series (January 2015) brought GDP at market prices as headline, GVA at basic prices and MCA-21 data.
- New series with base year 2022-23 (27 February 2026): GST and administrative data, annual surveys of unincorporated firms, double deflation in agriculture and manufacturing.
- Sectors: services above half of GVA, agriculture below a fifth but over two-fifths of workers; mining is primary but under 'industry' in official tables.
- Per capita income = net national income ÷ population; World Bank classes India as lower-middle income on GNI per capita.
- Beyond GDP: PPP (India third in the 2021 ICP round), green accounts (SEEA, Dasgupta group 2013, EnviStats India), HDI (UNDP, three dimensions, geometric mean).
Practice questions
Q1. The National Income Committee set up in 1949 was chaired by:
- P.C. Mahalanobis
- V.K.R.V. Rao
- D.R. Gadgil
- Dadabhai Naoroji
Show answer
Answer: A. P.C. Mahalanobis
Mahalanobis chaired the committee. V.K.R.V. Rao and D.R. Gadgil were its members, not its chairman, and Dadabhai Naoroji had made his estimate for 1867-68, long before the committee existed.
Q2. Consider the following statements:
1. The National Statistical Office was formed by merging the Central Statistics Office and the National Sample Survey Office.
2. The National Statistical Office functions under NITI Aayog.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 is correct: the two offices were merged in 2019. Statement 2 is wrong: the NSO is part of the Ministry of Statistics and Programme Implementation. So '2 only' and 'both' are wrong, and 'neither' misses statement 1.
Q3. Arrange the following estimates of a year's GDP in the order in which they are released:
1. Provisional estimates
2. First advance estimates
3. Second advance estimates
4. First revised estimates
Select the correct answer using the code given below.
- 2-3-1-4
- 2-1-3-4
- 1-2-3-4
- 3-2-4-1
Show answer
Answer: A. 2-3-1-4
First advance estimates come in early January, second advance at the end of February, provisional at the end of May, and revised estimates only in later years. '2-1-3-4' puts provisional before the second advance estimates; '1-2-3-4' starts with provisional, which comes after both advance estimates; '3-2-4-1' reverses the advance estimates and puts revised before provisional.
Q4. With reference to the national accounts series with base year 2011-12, consider the following statements:
1. Headline growth was measured by GDP at constant market prices.
2. Data on companies from the MCA-21 database were used for the private corporate sector.
3. Output by industry was shown as gross value added at factor cost.
Which of the statements given above are correct?
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: A. 1 and 2 only
Statements 1 and 2 are correct. Statement 3 is wrong: the 2011-12 series showed industry-wise GVA at basic prices, not factor cost. Every option that includes statement 3 is therefore wrong.
Q5. In the three-sector classification of an economy, consider the following pairs:
1. Mining and quarrying : Primary sector
2. Construction : Tertiary sector
3. Electricity, gas and water supply : Secondary sector
Which of the pairs given above are correctly matched?
- 1 and 3 only
- 1 and 2 only
- 2 and 3 only
- 1, 2 and 3
Show answer
Answer: A. 1 and 3 only
Pairs 1 and 3 are correct. Construction belongs to the secondary sector, not the tertiary sector, so pair 2 is wrong and every option containing it is wrong. Note that official tables put mining under 'industry', but in the three-sector scheme it is primary.
Q6. Consider the following statements about purchasing power parity (PPP):
1. PPP conversion rates compare what the same basket of goods and services costs in different countries.
2. India's economy appears smaller in PPP terms than when converted at market exchange rates.
Which of the statements given above is/are correct?
- 1 only
- 2 only
- Both 1 and 2
- Neither 1 nor 2
Show answer
Answer: A. 1 only
Statement 1 describes PPP. Statement 2 is the reverse of the truth: because many prices are lower in India, its economy looks larger in PPP terms. So '2 only' and 'both' are wrong, and 'neither' misses statement 1.
Q7. Which one of the following is NOT used as an indicator in calculating the Human Development Index?
- Life expectancy at birth
- Mean years of schooling
- Gross national income per capita (PPP)
- Infant mortality rate
Show answer
Answer: D. Infant mortality rate
The HDI uses life expectancy at birth for health, mean and expected years of schooling for knowledge, and GNI per capita in PPP dollars for the standard of living. The infant mortality rate is not one of its indicators, while each of the other three options is.
Q8. With reference to the national accounts series released by MoSPI in February 2026, consider the following statements:
1. Its base year is 2022-23.
2. It applies double deflation in agriculture and manufacturing.
3. It stops using GST data for quarterly estimates.
Which of the statements given above are correct?
- 1 and 2 only
- 2 and 3 only
- 1 and 3 only
- 1, 2 and 3
Show answer
Answer: A. 1 and 2 only
Statements 1 and 2 are correct. Statement 3 is the opposite of what happened: the new series relies heavily on GST and other administrative data for quarterly estimates. Every option containing statement 3 is therefore wrong.
